Josh Merchant has been following power struggles over policing and governance in Missouri, reporting on how state leaders have repeatedly stepped in to take control of city police departments, especially when Black political leadership is gaining ground. That work was cited in a federal lawsuit challenging state control of Kansas City’s police department. Now, it is informing a national investigation into similar efforts in St. Louis.

This is the kind of impact we want to have. When national investigative outlets and legal challenges lift up our work, it reinforces why local journalism matters. These decisions do not happen in a vacuum. What happens in Kansas City is connected to what is happening in St. Louis and beyond. Understanding that history and context helps people see the bigger picture.

The debate over who controls the police is not just about crime statistics or department budgets. It is about power, who has it, who benefits from it, and who gets left out of the conversation. Without reporters like Josh asking the right questions, these decisions could be made with little scrutiny.
